What to establish before troubleshooting
A duplicate IP is best proved by identity evidence, not by ping alone. Watch the IP-to-MAC mapping and trace each MAC address to a switch port and physical device.
Intermittent symptoms occur because ARP caches and gratuitous ARP announcements can direct different clients to different devices at different times.

Recognize an ARP identity change
The controller address 192.168.10.20 resolves first to MAC 00:11:22:33:44:55 and later to 00:AA:BB:CC:DD:EE.
- 1Record both mappings with timestamps.
- 2Trace each MAC through the managed switch forwarding table to its connected port.
Result: Two MAC addresses claiming one IP is strong duplicate-IP evidence.
Caution: Redundancy protocols, proxies, or virtual addresses can legitimately move a MAC/IP identity; confirm the architecture before remediation.
